Linda Rebuck Emailed Roughly 30 Republican State Legislators Claiming A Debunked Theory That Overseas Absentee Voters Were Not Properly Vetted. “The meeting comes after last week's controversy around Rebuck's email to about 30 Republican state legislators. […] Rebuck's letter focused on her concern that overseas voters applying to vote absentee in North Carolina weren't being properly vetted. The accusation has been repeatedly debunked by state and national election officials and was refuted again by State Elections Board Director Karen Brinson Bell in an email to Rebuck. Brinson Bell wrote Rebuck that there are no issues with verification of overseas voters and that each must present required forms of identification before getting a ballot. Rebuck attended the Monday's emergency meeting and continued to express her concerns about overseas ballots before the crowd, which included Democrats and Republicans. Linda Rebuck Opposed Delegating Ballot Inspection And Categorization To Staff, In Defiance Of State Guidance. “Given the high numbers, the state is encouraging county boards to consider ways to streamline the process, like instructing staff to inspect ballots for deficiencies as they come in, sort them into categories and present recommendations to the board. Board member Linda Rebuck expressed a problem with delegating that to staff, saying that a state law contradicts with bypassing the board members’ regular duty to personally view every envelope. ‘I can’t vote for something like that unless we have a judge signing off,’ she said. She said a hearing is scheduled next week. Hebb said that as far as she knows, it’s legal, as it’s in guidance from the state board provided to the county. Rebuck said that guidance is based on a judgment that hasn’t yet been made.
