Overview
Each county has a Board of Supervisors. The Board of Supervisors serves as the legislative body for the county, and is responsible for ensuring that all county “officers faithfully perform their duties and direct prosecutions for delinquencies…” A.R.S. § 11-251(1). Boards of Supervisors are responsible for administering voting on Election Day, as well as conducting the canvass and certification of results after the election. A.R.S. §§ 16-642, 647.
Election-Related Duties
The key duties of the Board of Supervisors are:
- Hiring the County Elections Director. A.R.S. § 11-251(16).
- Supervising conduct of all election offices. A.R.S. § 11-251(1).
- Establishing Election Day vote centers in consultation with the County Recorder and County Elections Director. *2023 EPM* at 126.
- Appointing and training inspectors and judges of elections. A.R.S. § 11-251(3); 2023 EPM at 131–132, 137.
- Appointing Early Ballot Boards. 2023 EPM at 85.
- Performing logic and accuracy testing on all voting equipment before each election. *2023 EPM* at 91.
- Canvassing election returns. A.R.S. §§ 11-251(3), 16-642; 2023 EPM at 247.
- Directing operations at the central counting place. 2023 EPM at 200.
- Appointing the Central Counting Place Board, Electronic Vote Adjudication Board, Accuracy Certification Board, Provisional Ballot Board, Write-In Tally Board, and the Snag Board. 2023 EPM at 208, 211, 215, 217, 220*.*

- Transmitting the official canvass to the Secretary of State. A.R.S. § 16-645(B); 2023 EPM at 248.

- Issuing certificates to the winners of the election. A.R.S. §§ 11-251(3), 16-647; 2023 EPM at 246.
