- The Secretary of the Commonwealth or a designee;
- The President Pro Tempore of the Senate or a designee;
- The Minority Leader of the Senate or a designee;
- The Speaker of the House of Representatives or a designee;
- The Minority Leader of the House of Representatives or a designee;
- 17 members appointed by the Governor and confirmed by the Senate, representing each of Pennsylvania’s congressional districts, with no more than half of the same political party, and including members who represent County Commissioners or county election officials, who represent groups advocating for individuals with disabilities, and who represent groups advocating for voting rights. 25 P.S. § 3150.22(b).
