The law provides two methods by which a voter’s eligibility to vote may be challenged by other voters or officers of election. This section describes briefly the processes of challenging a voter’s registration or challenging in-person voters on Election Day. It discusses how localities handle challenges and the processes—or, in some cases, lack of processes—that local election officials have in place to deal with challenges, including ambiguities through which local election officials may be able to exert discretion in the challenge process. As a practical matter, a survey of General Registrars in Virginia indicated that challenges are rare, and in some localities, challenges appear to have been non-existent to date.
